Abstract
Opening-up is China's basic national policy.The General Secretary Xi Jinping's important exposition on high-level opening-up profoundly answers major questions such as what kind of opening-up to promote in the new era and how to promote it,systematically expounds fundamental issues such as the historical inevitability,core essence,and implementation path of high-level opening-up,and constitutes a scientific theoretical system with rigorous logic and rich connotation.High-standard opening-up carries profound epochal significance:It serves as a strategic choice for countering anti-globalization headwinds and prevailing in major-power competition;a vital pathway for demonstrating Chinese civilization's confident stance and advancing the building of a community with a shared future for mankind;a powerful engine for driving high-quality development and propelling Chinese modernization;and a dynamic practice of fulfilling the people's aspirations for a better life and upholding the people-centered development philosophy.Xi Jinping's seminal insights on high-standard opening-up center on institutional opening,using systems thinking to balance key relationships:reform and opening-up,openness and development,openness and security,as well as openness and global governance.This discourse articulates two interconnected strategic objectives:building a new system for an open economy and fostering an open world economy.Priorities center on broadening autonomous opening-up,driving trade innovation,facilitating two-way investment,and advancing high-quality Belt and Road cooperation.Pursuing high-standard opening-up calls for unwavering commitment to the Party's centralized leadership,continuous capacity building,and stronger professional teams.As an integral part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,these insights provide practical guidance for China's modernization while contributing Chinese wisdom to global development.关键词
