基于PMC指数模型的省级养老服务人才队伍建设政策量化评价
Quantitative evaluation of provincial policies for elderly care service workforce development based on the PMC index model

Abstract
Objective To conduct a quantitative evaluation of provincial policies on the elderly care serv-ice talent development,so as to provide references for optimizing such policies.Methods A total of 20 policy texts were analyzed quantitatively by using PMC index model.Results The average PMC index of the 20 policies was 8.41,reaching the good level.Five policies were excellent policies,thirteen were good,and two were quali-fied.The policies have advantages in terms of policy nature,target,content,and transparency,whereas they are relatively weaker in policy hierarchy,timeliness and evaluation.Conclusions Provincial talent development poli-cies for elderly care are mature with good quality overall,yet further improvements are recommended to enhance the effectiveness of policy hierarchy,optimize the planning of policy timeliness,improve the scientific basis of pol-icy formulation,and strengthen the demonstration and promotion functions of policies.关键词
