基于三维分析框架的商业健康保险政策量化分析研究
A quantitative analysis of commercial health insurance policies based on a three-dimensional analysis framework

Abstract
Objective To analyze the status quo and weaknesses of China's commercial health insurance policies,and to provide reference for optimizing the policies.Methods From the three dimensions of policy tools,policy objectives,and policy effectiveness,this study made use of content analysis and PMC index model to conduct a multi-dimensional quantitative analysis of national and provincial policies on commercial health insurance from 2014 to 2023.Results A total of 1279 analysis units were identified in the policy tool dimension,with envi-ronmental policy tools,demand policy tools,and supply policy tools accounting for 43.55％,34.25％,and 22.20％,respectively.The four policy objectives accounted for 42％,31％,20％,and 7％.In terms of policy effectiveness,the average PMC index was 6.92,indicating an overall favorable assessment.Conclusions It is necessary to promote the balanced use of three types of policy tools,strengthen the holistic perspective of policy objectives,and improve policies from multiple perspectives to build a complete policy cycle.关键词
