SWOT-PEST analysis of development of integrated healthcare services in primary healthcare institutions

Abstract
Objective To address the limitations of existing research on integrated healthcare services,this study applies specific theories and models to identify influencing factors and clarify the relationships among stakeholders,thereby providing support for institutional transformation and the implementation of related strategies.Methods Based on stakeholder theory and employing the SWOT-PEST analysis model,this study reviewed rele-vant policies and literature from 2021 to 2024.It identified influencing factors across the political,economic,so-cial,and technological dimensions,and summarized the behavioral logic and interactive relationships among multi-ple stakeholders.Results The analysis revealed that policy support and digital-intelligent empowerment represen-ted the main strengths,while a singular fiscal financing mechanism and weak trust in primary-level institutions constituted critical barriers.Opportunities arose from population aging and the demand for chronic disease manage-ment;however,the lack of coordination mechanisms and information silos constrained integration efficiency.Con-clusions Efforts should be made to strengthen government coordination and data sharing,improve mechanisms for interest negotiation and collaborative governance,enhance capacity building at the primary level,and promote the transformation of integrated services from policy advocacy to institutional reform.关键词
