长江禁捕退捕安置保障政策的三维框架研究
Research on the three-dimensional framework of the resettlement guarantee policy for fishing ban and withdrawal in the Yangtze River:from the perspective of policy text analysis

Abstract
The fishing ban and withdrawal in the Yangtze River is a strategic decision made by the Party Central Committee with General Secretary Xi Jinping as the core,which aims to plan for the overall situation and future generations.This paper focuses on the resettlement and guarantee policies for the Yangtze River fishing ban and fishing withdrawal at both the central and provincial levels,constructs a three-dimensional analysis framework of"policy tools-policy goals-policy intensity",and uses the policy text analysis method to analyze 42 resettlement and guarantee policies for the Yangtze River fishing ban and fishing withdrawal issued by the central government and ten key provinces(municipalities directly under the Central Government).The research findings are as follows.The issues of fishermen's transformation,employment and security have become the policy goals of common concern in the resettlement and security policies of both the central and local governments.There are differences in the policy tools used by the central and local governments.The preference for supply-oriented policy tools is the strongest,followed by environmental policy tools,while the preference for demand-oriented policy tools is relatively low.Based on the analysis of policy tools,the following improvement suggestions are put forward.First,further strengthen the policy orientation of the central government for resettlement and security,and enhance the policy implementation efforts of local governments.Second,optimize the structure of policy document types and enhance the policy implementation efficiency of all departments.Third,pay attention to the preferences and combinations of policy tools and implement precise policies.关键词
