Abstract
Against the backdrop of the ongoing implementation of the national strategy for the revitalization and development of traditional Chinese medicine(TCM)and the accelerating restructuring of the pharmaceutical industry,the TCM industry is currently at a critical juncture of transformation and upgrading from a traditional development model toward a modern industrial system.The issuance of the Implementation Plan for High-Quality Development of the Traditional Chinese Medicine Industry(2026-2030)(hereinafter referred to as the"Implementation Plan")has provided systematic arrangements for the development of the TCM industry.Focusing on the overall framework of the Implementation Plan,this study presents a systematic interpretation of the policy rationale and implementation pathways underpinning the high-quality development of China′s TCM industry.First,the current development foundation,major constraints,and challenges confronting the industry are delineated.Second,an in-depth analysis is conducted on the overall vision and policy objectives of the Implementation Plan,the key policy signals,and the critical implementation pathways for constructing the TCM industrial system.Finally,the development trends of the modern TCM industrial system are projected,and recommendations for the effective implementation of the Implementation Plan are proposed.This study aims to deepen the understanding of the connotations of high-quality development of the TCM industry and to provide references for building a modern TCM industrial system,as well as for the enhancement of the innovation capacity and international competitiveness of the TCM industry.关键词
