Policy Paths and Implications of Japan's Prevention and Treatment of Elderly Poverty from the Perspective of Developmental Social Policy
摘要
Abstract
With the intensification of global population aging,elderly poverty has become a major social problem in many countries.After the 21st century,Japan has faced severe elderly poverty.While doing well in traditional ex-post remedial measures,Japan has also focused on the integration of social policy and economic policy,helping the elderly achieve self-reliance through education and training,employment,and social participation to avoid welfare dependence,presenting characteristics of the integration of workfare and active aging.On this basis,Japan comprehensively considers the elderly's capability and poverty level,constructing a differentiated support system with precise targeting,clear hierarchy,and diverse measures.In contrast,China's population aging features"getting old before getting rich"and"getting old before getting prepared."Drawing on Japan's experience has important reference value for China in addressing elderly poverty.关键词
