The Characteristics and Implicationsof Singapore's Intellectual Property System

Abstract
[Research purpose]This study systematically analyzes the operational characteristics and practical advantages of Singapore's intellectual property system from five dimensions:legal framework,examination mechanism,commercialization of achievement,international alignment,and talent cultivation.By comparing the institutional differences between China and Singapore,it clarifies China's shortcomings in timely institutional iteration,examination service efficiency,market-oriented achievement transformation,discourse power over international rules,and high-end talent reserves,and provides practical references for optimizing China's intellectual property governance and advancing the construction of an intellectual property power during the 15th Five-Year Plan period.[Research method]This paper adopts literature research and comparative analysis methods to sort out the evolution and international governance experience of Singapore's intellectual property system,as well as the current policy landscape of China's intellectual property construction.Based on horizontal comparisons across the five core dimensions and combined with China's industrial and institutional development realities,this paper summarizes feasible optimization paths tailored to local development conditions.[Research conclusion]Singapore has built a modern intellectual property governance system characterized by dynamic legislation,efficient examination,market-driven operation,international integration and talent empowerment,which has global demonstration value.In contrast,China faces prominent problems including lagging legislative updates,inadequate efficiency in examination and right confirmation,obstructed transformation of scientific and technological achievements,weak discourse power in international governance,and a shortage of high-end interdisciplinary talents.Drawing on Singapore's governance experience,China should establish a regular legislative iteration mechanism,leverage digital technologies to improve examination quality and efficiency,improve the market-oriented achievement transformation system,further align with global intellectual property rules,and improve the interdisciplinary talent training system,so as to comprehensively advance the modernization of intellectual property governance and provide a solid institutional guarantee for innovation-driven high-quality development.关键词
