Research on the Construction Path of Pilot Test Platforms Under the Technology-Organization-Context Framework:Taking the Guangdong-Hong Kong-Macao Greater Bay Area Industrial Internet Public Technology Service Platform as an Example

Abstract
Pilot test platforms are an important guarantee for solving the"two-skin problem"between technology and the economy and for constructing a two-way cycle between technology and industry.This study focuses on the critical but weak pilot stage in the transformation of scientific and technological achievements.Addressing the insufficient exploration of construction mechanisms for pilot test platforms in existing research,the study introduces an integrative technology-organization-context analysis framework.Using the Guangdong-Hong Kong-Macao Greater Bay Area Industrial Internet Public Technology Service Platform as a case study,it explores the construction path of pilot test platforms.The research finds that the construction of pilot test platforms should follow a path mechanism of"mission-driven+element collaboration+ecosystem reconstruction".First,the construction of pilot test platforms begins with the industrial pain points and strategic needs of the nation,regions,and enterprises.Second,the strategic mission is implemented through the coordinated development of the three elements:technology,organization,and context,forming an execution system for sustainable iterative development.Finally,the platform surpasses the role of a single service organization,actively structuring an innovation ecosystem centered on itself.The study reveals that pilot test platforms play a role in driving value co-creation through the deep integration of technological innovation and industry.It provides theoretical support and practical guidance for the large-scale layout and construction of various pilot test platforms and industrial public service platforms in China during the 15th Five-Year Plan period and beyond.关键词
