Opportunities,Challenges and Pathways for High Quality Development of Smart Community-Based Home Care Services for the Elderly Based on TOEW Framework

Abstract
Developing smart community-based home care services for the elderly is an inevitable path to cope with the surging demand for elderly care services and to improve the efficiency and quality of the services.Based on the TOEW analytical framework,this study focuses on analyzing the opportunities,challenges,and pathways for high-quality development of smart community-based home care services for the elderly.The research indicates that intelligent technologies have significantly enhanced service efficiency and quality,smart elderly care service platforms have improved the collaborative capabilities of stakeholders,and policy support has created a favorable development environment.Thus,smart community-based home care services for the elderly has enjoyed great opportunities for its high-quality development.However,it still faces challenges such as technological limitations,organizational constraints,unfavorable environment,and less strong willingness.To overcome these challenges,efforts should be made:accelerate the construction of smart elderly care service platforms and optimize the supply-demand structure of smart elderly care products from the perspective of technological optimization;strengthen collaborative governance and improve the organization's human resource from the perspective of organizational restructuring;resolve ethical issues and perfect top-level design from the perspective of creating the favorable environment;and enhance the willingness of the elderly to use smart elderly care products and services,so as to promote high-quality development of smart community-based home care services for the elderly.关键词
