Mechanisms and Pathways of Empowering Rural Revitalization in Hebei Through the Development of New-Quality Agricultural Productive Forces During the 15th Five-Year Plan Period

Abstract
The 15th Five-Year Plan period marks a critical window for Hebei Province to transition from being a large agricultural province to a strong agricultural province.Confronted with multiple challenges—including the failure to translate its grain production advantages into value chain advantages,the simultaneous occurrence of talent outflow and insufficient digital literacy,fragmented organizational structures,weak cultural resource transformation,and the compounded effects of groundwater overextraction and air pollution—the traditional factor-driven development model has become unsustainable.This study argues that new-quality agricultural productive forces,characterized by technological innovation,green and low-carbon development,digital-intelligent integration,and institutional restructuring,offers systematic empowerment for rural revitalization in Hebei.The underlying logic includes:promoting industrial revitalization through value chain extension and intensive processing;supporting talent revitalization through talent return and quality enhancement;facilitating organizational revitalization through collaborative governance and digital administration;advancing cultural revitalization through digital transformation and value re-creation;and guiding ecological revitalization through smart water conservancy and institutional environmental safeguards.New-quality agricultural productive forces serves as a fundamental driver to overcome the dilemma of"high output but weak competitiveness"in Hebei's agriculture,and acts as a strategic pillar for realizing agricultural modernization and comprehensive rural revitalization.Hebei's practical exploration provides valuable insights for other major agricultural provinces seeking an intensive,differentiated,and distinctive path toward high-quality agricultural development.关键词
