基于物元分析法的中国社区突发事件应急预案评估体系研究
Research on the evaluation system for emergency response plans in Chinese communities based on the matter-element analysis method

Abstract
To address the pain points of strong subjectivity and difficulty in quantifying in-compatibility issues in community emergency plan evaluations,this study introduces the matter-element analysis method to resolve multi-dimensional evaluation incompatibility problems.The method establishes classical domains,nodal domains,and the matter-ele-ment to be evaluated,and calculates the correlation degree to achieve a comprehensive evaluation of the overall quality of the object.Incorporating crisis management theory,the study constructs an evaluation index system including four primary indicators-adequacy of emergency preparedness,effectiveness of monitoring and early warning,efficiency of emergency response,completeness of post-event handling-and 14 secondary indicators.The analytic hierarchy process is used to determine indicator weights,while the matter-ele-ment analysis method calculates correlation degrees to determine plan ratings.Taking the emergency response plan of Hongxing Community in Naidong District,Shannan City,Xizang as an example,the results show that the assessment levels for emergency prepared-ness,monitoring and early warning,and emergency response dimensions are"average",while the post-event handling dimension is rated as"good".According to the principle of maximum membership degree,the comprehensive evaluation result of Hongxing Community·s emergency response plan is"average".关键词
