Abstract
In 2025,China's environmental legislation demonstrated distinct characteristics of systematic and scientific advancement coupled with in-depth development of codification.The Draft The Ecological and Environmental Code of The PRC entered the formal legislative process and underwent three deliberations,marking a new stage of environmental legislation guided by systematic integration.At the national level,with the compilation of the Ecological and Environmental Code as the main thread,continuous attention was paid to sorting out,upgrading and reforming the supporting systems of The Ecological and Environmental Code of The PRC.The"dual legal source"model was followed to strengthen institutional connection.Laws such as the National Park Law of The PRC,The Hazardous Chemicals Safety Law of The PRC and The Atomic Energy Law of The PRC were successively reviewed and adopted,effectively filling the gaps in basic legislation in areas such as hazardous chemicals control,nature reserve construction and atomic energy utilization.Environmental administrative regulations and departmental rules focused on core issues such as ecological environment monitoring and biodiversity conservation,refining implementation rules,and providing solid support for the efficient operation of the environmental legislation system.Local environmental legislation actively responded to the in-depth development trend of codification and systematization of ecological and environmental laws.The legislative model featuring"targeted,agile and pragmatic"approaches has become an appropriate choice,yet it is necessary to further clarify its innovative boundaries and functional positioning in the interactive pattern of central and local legislation.In the field of environmental legislation research,the core topics focused on the basic positioning,structural design and systematic coherence of The Ecological and Environmental Code of The PRC.There has been a marked increase in attention to detailed issues such as the logical coordination and hierarchical connection inside and outside the Code,and the research focus has shifted moderately from framework construction to systematic improvement.关键词
