China's Food Security Guarantee from the Perspective of Coordinating Development and Security:Target Framework,Dilemmas and Challenges,and Key Tasks

Abstract
The key to ensuring China's food security under high-level opening-up lies in balancing high-quality development and high-level security.Coordinating development and security is both the methodology of the holistic approach to national security and a strategic deployment for securing the initiative in food security in the new era.This paper systematically elaborates on the target framework of"common Security,comprehensive security,cooperative security,and sustainable security"for food security under high-level opening up.It then focuses on dissecting the current dilemmas and challenges facing national food security,including:risks in the global food supply chain are mounting;mismatches between upgrading demand and structural supply;prominent dynamic imbalances between imports and domestic production and lagging target compatibility and capacity building.Furthermore,it proposes the key tasks for improving the national food security strategic guarantee system from the perspective of coordinating development and security.These include:strengthen stable production and supply capacity,and build a food supply system aligned with demand;coordinate production increases with income growth,enhance the effectiveness of policies supporting,benefiting,and enriching farmers;foster new quality productive forces in agriculture,and reinforce sustainable food security capacity building;prioritize both development and security,and improve the coordination mechanism for agricultural production and trade;build a food security community,and establish resilient and efficient global food supply chains.关键词
