Mechanism Barriers and Optimization Strategies for Promoting Stable Farmers' Income Growth
摘要
Abstract
Promoting stable income growth for farmers is a major policy imperative in China's drive for agricultural and rural modernization and the strategic goal of common prosperity.Since the 18th National Congress of the CPC,farmers' income has been characterized by sustained aggregate growth coupled with significant volatility,increasing diversification of income sources alongside persistent structural imbalances,and narrowing regional and urban-rural gaps concurrent with lingering inter-group disparities.The root causes lie in the inadequate accumulation and inefficient conversion of the five core types of livelihood capital-human,natural,financial,physical,and social capital-upon which farmers' livelihoods depend,as well as in the weak resilience of the overall livelihood system.These deficiencies are concretely manifested as institutional obstacles in areas such as grain income guarantee,stable employment of migrant workers,industrial linkage with farmers,risk prevention and control,and subject empowerment.To address these challenges,systematic optimization pathways should be adopted,including improving the income guarantee mechanism for grain farmers,the employment support mechanism for migrant workers,the industrial integration and benefit-sharing mechanism with farmers,the risk prevention and control mechanism for steady income growth,and the empowerment mechanism for farmers'income growth,aiming to consolidate the solid foundation for the steady income growth of farmers.关键词
