Long-term Care Insurance and Allied Services:Reflections on the Beveridge Report

Abstract
The Beveridge Report was the first to articulate six fundamental principles of social insurance and to propose the provision of comprehensive medical and rehabilitation services.It has also profoundly influenced the development of long-term care insurance(LTCI)and its allied services worldwide.LTCI follows the basic principles of social insurance,namely universality,basic protection,unity,and the principle that entitlement is conditional upon the fulfilment of corresponding obligations,while long-term care services follow the eleven service-quality principles set out in the European Quality Framework for Long-term Care Services.Both LTCI and long-term care services are quasi-public goods and are linked by a logic of mutual dependence and mutual reinforcement.Building a collaborative operational framework governed by three order parameters-goal coordination,actor coordination,and mechanism coordination-can promote the high-quality development of LTCI and its allied services by moving them from separate operation to system-wide efficiency gains.Promoting China's LTCI from pilot exploration to full-scale institutionalisation is a major national strategic decision that closely combines investment in material resources with investment in people.In terms of institutional positioning,value principles,and core system design,LTCI and its allied services should not only follow the basic principles of social insurance set out in the Beveridge Report,but,more importantly,should be grounded in China's national conditions,reflect Chinese characteristics,and forge a Chinese consensus.关键词
