From Technological Empowerment to Institutional Adaptation:Model Typology and Governance Logic of Digital Integrated Health and Eldercare Services

Abstract
Digital integrated health and eldercare services have not yet fully delivered the expected results in practice,and their underlying governance logic therefore warrants closer examination.Drawing on institutional logics theory,this paper develops a two-dimensional analytical framework centred on sources of legitimacy and dominant logics of action.On this basis,it identifies four models-administrative empowerment,lean service,market contracting,and professional community-and verifies them through a comparative multi-case analysis.The findings show that the effectiveness of each model depends not simply on technological factors,but on the degree of fit between organisational practices and the underlying institutional logics.Different models face distinct dilemmas,including constraints imposed by administrative systems,the crowding-out of professional services by market mechanisms,and the effects of institutional environments on innovation.The key to promoting the high-quality development of digital integrated health and eldercare services lies in shifting from technological empowerment to institutional adaptation,adopting differentiated governance to improve collaborative efficiency,and building an institution-data innovation mechanism to break through systemic barriers.This paper offers a new analytical perspective and a useful governance reference for understanding the complex field of digital integrated health and eldercare services.关键词
