Abstract

Against the backdrop of global efforts to achieve carbon neutrality,renewable energy,represented by photovoltaic(PV)power generation,is transitioning from a supplementary to a primary energy source.In recent years,the rapid expansion of PV power plants,coupled with the growing frequency of extreme weather events,has led to a notable increase in weather-related failures and damage incidents at PV installations.A thorough understanding of the mechanisms through which extreme weather affects PV power plants across their entire life cycle is therefore crucial for implementing timely and effective prevention and control measures,ensuring the healthy and secure development of the PV industry.Through a comprehensive review of the literature,this paper classifies high-impact weather relevant to PV power plant development into two broad categories:extreme weather and adverse weather.It then summarizes the impacts of various high-impact weather events on the planning and design,construction,and operational stages of PV power plants.The findings indicate that during the planning and design stage,it is essential to identify and assess high-impact weather risks to inform scientific site selection and system parameter design.During construction,heavy rain can cause pile foundation instability and soil erosion;strong winds may hinder lifting operations;and sea fog or lightning poses risks to on-site safety.During operation,high-impact weather can damage PV components,reduce power output,induce severe output fluctuations,and even threaten grid stability.Finally,countermeasures are proposed,which include:enhancing risk assessment and modeling techniques for extreme weather;strengthening emergency management as well as monitoring and early-warning systems for high-impact weather;and incorporating high-impact weather considerations into PV power forecasting models.
