Practical Logic,Typical Models and Future Prospects of Downward Deployment of Higher Vocational Education Resources to County Areas

Abstract
The downward deployment of higher vocational education resources to county areas constitutes an important pathway for optimizing the layout of vocational education and serving national strategies.This process is embedded in the coupling of multi-dimensional logics within the county context.The logic of typology points to the spatial extension of vocational education's distinctive characteristics into the county field.The logic of value carries multiple demands,including educational equity,industrial support and individual development.The logic of space concerns the alignment and coordination between educational resources and industrial patterns.At the practical level,based on differences in institutional subjects and organizational forms,pioneering regional explorations can be summarized into three typical models:the independent establishment model,the cooperative school-running model,and the project-driven model.Looking forward,the downward deployment of higher vocational education resources to county areas needs to transition from spatial relocation to functional inter-embedding.This requires:establishing a coordinated and integrated policy system at the level of institutional innovation,creating a digitally empowered and integrated ecosystem at the level of technological empowerment,and cultivating a vocational education community with endogenous development capacity at the level of connotative reshaping.Ultimately,this will realize the transformation from resources input to endogenous growth,injecting sustained momentum into the high-quality development of county economies and societies.关键词
