Analysis of Adaptive Development of Specialty Clusters in the Second Phase"Double-high Plan"
摘要
Abstract
The launch of the second phase"double-high plan"marks a fundamental shift in specialty cluster development in higher vocational colleges from an"internal performance"orientation to an"external contribution"orientation,making the adaptive alignment between specialty clusters and the industrial ecosystem a central proposition.Drawing on the Triple Helix Model and educational ecology theory,this paper constructs a three-tier analytical framework of"adaptive alignment—coupling alignment—leading alignment",systematically elucidating the logical rationale underlying the adaptive development of specialty clusters.The study reveals that the essence of such development lies in facilitating the progression of specialty clusters from the"keeping pace"level of adaptive alignment,to the"deep integration"level of coupling alignment,and further to the"forward-looking"level of leading alignment.Achieving this progression requires synergistic interactions among the three Triple Helix actors—government,industry,and higher vocational colleges—as well as systemic coupling between the internal structure of specialty clusters and the external industrial ecosystem.Currently,specialty cluster development in higher vocational colleges still faces four dilemmas:"integration without consolidation""connection without coordination""novelty without strength"and"rigidity without flexibility".Accordingly,this paper proposes four practical pathways:building an industry-demand-oriented dynamic adjustment mechanism,innovating a multi-stakeholder co-governance model for specialty clusters,advancing the digital-intelligence-empowered"five-gold"new infrastructure,and creating an ecological organizational system for specialty clusters.关键词
