摘要

Abstract

Under the background of the construction of a new energy system and the implementation of Energy Laws,giving full play to the advantages of local legislation in governance and ensuring the establishment of a new energy system is of great significance for promoting the transformation of the energy structure and ensuring energy security.To build a complete institutional guarantee system for the development of multi-energy complementarity,local legislation for the development of multi-energy complementarity in Sichuan Province should follow the inherent logic of consolidating multi-energy complementarity development policies,accelerating the new quality productivity of diversified coordinated development,and alleviating conflicts and contradictions in the transition from old to new energy as the legislative orientation.Specifically,the institutional design of local legislation for the development of multi-energy complementarity in Sichuan Province should be advanced in a coordinated manner from multiple dimensions,including improving the local energy normative system,innovating regulatory mechanisms,strengthening judicial guarantees,and promoting public participation.
