Construction and Implementation Path of Incentive and Innovation System for Cultural Tourism in Old Residential Areas of Tourist Cities

Abstract
Under the backdrop of the rise of mass tourism and the advancement of urban renewal,old communities located in the central areas of tourist cities—are facing a transition opportunity from being"urban burdens"to"cul-tural-tourism treasures"because of their unique location,local culture,and potential spatial value.However,this transformation process is challenged by issues of complex property rights,insufficient funding,difficulties in multi-stakeholder coordination and superficial cultural exploration.In order to explore how systematic and innovative in-stitutional design can mobilize the enthusiasm of various stakeholders of the government,market,society and resi-dents to establish a sustainable development model for cultural-tourism integration.Firstly,the practical signifi-cance and main challenges of developing cultural and tourism activities are analyzed.Then,an innovative institu-tional system is constructed for incentivizing cultural-tourism integration from five aspects of policy incentives,property rights innovation,financial support,community governance,and cultural revitalization.Furthermore,a phased implementation path of"Top-level design → Pilot exploration → Comprehensive rollout"is elaborated.Finally,the feasibility of the theory is proved by the practices of leading domestic cities to offer theoretical reference and practical guidance for similar types of cities.关键词
