Investing in People:The Logic,Challenges and Pathways for the Professionalization of Farmers during the"15th Five-Year Plan"Period

Abstract
Investing in people is a new development approach proposed in contrast to traditional investment in physical assets.At this critical juncture of accelerating agricultural and rural modernization and steadily advancing the comprehensive revitalization of rural areas,it will have a significant impact on the professionalization of farmers in China during the"15th Five-Year Plan"period.When measured against the objectives and requirements of"investing in people",the current professional development of farmers in China faces significant challenges,including wide disparities in the quality of farmer population,scattered demand for education and training,weak service provision capacity,and slow returns on career development.During the"15th Five-Year Plan"period,the professionalization of farmers under the"Investing in People"framework should achieve new breakthroughs in five key areas:Strengthening vocational orientation and strategic planning to chart a vision for the professionalization of farmers in the new era;emphasizing multi-stakeholder collaboration and systematic investment to build a support system for farmers'professionalization;increasing resources allocation and intra-regional redistribution to lay a solid foundation for farmers'professionalization;enhancing the quality and efficiency of education and training while improving supply-demand alignment to unleash strong momentum for farmers'professionalization;and strengthening digital and intelligent empowerment and tailored education to shape a smart ecosystem for the professional development of farmers.关键词
