How to Stimulate and Sustain the Reform Momentum for Higher Vocational Education

Abstract
Alongside the development of vocational education and industrial upgrading and transformation,stimulating and sustaining the reform momentum for higher vocational education has become a critical issue.Higher vocational education reform in New Zealand has traversed multiple developmental stages.Focusing on the rise and demise of its Institute of Skills and Technology,this study examines the underlying causes for the loss of reform momentum.It identifies deeply entrenched competitive culture,structural conflicts of interest,the absence of robust central coordination and incentive mechanisms,and complex governance and operational challenges as key factors leading to the failure of reform.The new phase of higher vocational education reform in New Zealand has incorporated these lessons.It seeks to reignite momentum through strategies including regionalization and decentralized governance,the restoration of industry leadership,the strengthening of work-based learning pathways,and the provision of transitional support and safeguards.For the future,China can stimulate and sustain the reform momentum of higher vocational education by deepening regional integration,fostering a new higher vocational education ecosystem characterized by distinctive development under unified standards,innovating integration models,promoting deep collaboration,maintaining strategic resolve,and establishing a gradual,adaptive framework for policy implementation.关键词
