Enabling Smallholder Farmers'Integration into Modern Agriculture through the Integrated Agricultural Services System across the Whole Industrial Chain in China

Abstract
The effective integration of smallholder farmers into modern agriculture represents a critical theoretical and practical challenge that demands systematic and fundamental breakthroughs in the process of Chinese-style agricultural modernization.While modern agriculture provides smallholder farmers with opportunities to access broader markets,it also brings challenges associated with the fragmentation of industrial chains.Cooperatives play a pivotal intermediary role in integrating smallholder farmers into modern agricultural industrial chains,yet they also face difficulties such as insufficient scale effects,financing and credit constraints,and internal governance dilemmas,all of which restrict their full effectiveness.To address these problems,this study develops a targeted system of integrated agricultural services across the whole industrial chain.The system establishes a dual-track empowerment framework and a menu of solutions,in which platform-based enterprises,in collaboration with financial institutions,serve as the leading force in providing market-oriented services,while major primary-level rural organizations offer non-market support as a flexible complement.This framework is designed to address the challenges faced by cooperatives and extend benefits to other agricultural stakeholders.Taking the reform of the dual-track operation mechanism of supply and marketing cooperatives as the key lever,this paper proposes a representative model in which China Co-op Group takes the lead in jointly establishing new platform enterprises and large cooperative banks,while supply and marketing cooperative authorities provide guidance for village Party branches in flexibly organizing cooperatives.This study aims to provide support for constructing a theoretical framework and practical pathway with Chinese characteristics for the development of smallholder farmers.关键词
