Empowering the Integration of Smallholder Farmers with Modern Agriculture through Agricultural Socialized Service Platforms:Mechanisms,Challenges,and Policy Responses

Abstract
The large number of smallholder farmers and the fragmented nature of their operations represent a reality that China must confront in advancing agricultural modernization.Achieving the integration between smallholder farmers and modern agriculture depends on the support of efficient and well-regulated agricultural socialized service platforms.Unlike traditional services,which suffer from dispersed supply,inconsistent standards,and insufficient reach,these platforms enhance the organization,standardization,and stability of services through resource integration,process coordination,and rule-based governance,thereby enabling smallholder farmers to conveniently access the technologies,equipment,and supporting services they need for production.Drawing on theories of factor allocation,process reengineering,and transaction costs,this paper analyzes the organizational characteristics and operational modes of five types of platforms from the perspective of participating actors,and proposes corresponding recommendations in light of real-world challenges.The findings indicate that these platforms play a significant role in facilitating smallholder farmers'access to production services and fostering production collaboration,but still face problems such as inadequate platform development,digital divide,mismatch between supply and demand,loose interest connection,and uneven regional coverage.Therefore,it is necessary to improve collaborative governance,promote digital infrastructure construction,strengthen demand expression and interest connection mechanisms,and optimize spatial layout,so as to enhance the service capabilities of these platforms and better integrate smallholder farmers into the modern agricultural system.关键词
