The Four Defining Characteristics of New-Type Rural Collective Economic Organizations

Abstract
Rural collective economic organizations serve as an important vehicle for strengthening the rural public ownership economy and achieving common prosperity for farmers.To develop new-type collective economy in the new era,it is essential to clarify its organizational characteristics so as to define the direction of reform and the bottom-line principle.The public ownership nature of new-type rural collective economic organizations,reflected in the ownership of means of production and the internal allocation of property rights,fundamentally distinguishes them from cooperatives;therefore,the two should not be regarded as equivalent,and shareholding cooperatives should not be considered the ideal organizational form for reform.Openness constitutes the property-right characteristic that differentiates them from traditional collective economic organizations.The marketization of factor property rights and the relative openness of membership help to innovate the ways in which factors are combined,and to explore diversified management systems and income distribution structures.Their dual status as internal management entities within the rural public ownership system and special legal persons renders their functions composite in nature,encompassing safeguarding the interests of farmers,developing the collective economy and maintaining rural social stability.Viewed within the broader history of the socialist movement,collective economic organizations must conform to the historical law of the socialized utilization of means of production,break through the various restrictive arrangements of existing collective property rights,optimize internal governance and property rights structure to effectively integrate into the market,and realize the people-oriented value orientation of collective ownership,so as to meet the requirements of developing new-type collective economy in the new era.关键词
