The Evolution,Causes and Impacts of Japan's"Values-Based Diplomacy"toward Mongolia

Abstract
This paper takes Japan's"values-based diplomacy"toward Mongolia after the Cold War as its research subject.Based on documentary materials including high-level exchanges between the two countries,joint statements and bilateral agreements,it systematically reviews its evolutionary process and analyzes its characteristics such as geopolitical dependence,compounded means and concealed narrative.This paper analyzes the driving forces behind this diplomacy from three dimensions:Japan's strategic demands,Mongolia's"Third Neighbor"strategy,and the evolution of the international landscape,and examines the impacts of Japan's values-based diplomacy toward Mongolia.This paper argues that Japan's"values-based diplomacy"toward Mongolia epitomizes its pursuit of political major-power status and efforts to ease its geopolitical strategic anxieties in Northeast Asia.Since the end of the Cold War,this diplomacy has evolved in three stages:initially constructing value identity through democratic reform and Official Development Assistance(ODA);strengthening value bonds via strategic partnerships;and expanding the boundaries of"values-based diplomacy"oriented toward strategic coordination.Its features of geopolitical dependence,compounded means,concealed narrative and interest-based exchange determine that this diplomacy is instrumental in nature rather than value-driven.Japan seeks to advance strategic initiatives and pursue this ideologically oriented diplomatic approach by taking into account Mongolia's practical needs and external forces in the international landscape.From a regional perspective,Japan's"values-based diplomacy"toward Mongolia has essentially intensified regional geopolitical confrontation,which is not conducive to peace,stability and integration in Northeast Asia.As a microcosm of the evolving geopolitical landscape in Northeast Asia,this diplomatic practice epitomizes the changes in the geopolitical pattern of Northeast Asia.The issues it reflects,such as strategic games among major powers and the diplomatic strategies of relevant countries,are of significant academic research value.关键词
