Abstract
Regular and targeted assistance represents a significant strategic transition in the comprehensive advancement of rural revitalization during the 15th Five-Year Plan period after the five-year transition phase of consolidating and expanding the achievements in poverty alleviation and effectively linking them with rural revitalization.Patient capital,as a new type of capital operation model oriented towards social public responsibility,focusing on long-term value investment,and having a strong risk tolerance,can provide effective support for the implementation of regularized and targeted assis-tance work.Patient capital emphasizes the active activation of local element advantages in poverty-stricken areas,which is in line with the assistance requirements of enhancing the autonomous development and stable income levels of poverty alleviation targets.At the same time,it leads scientific and technological innovation to drive the integration of agricultural industries,achieve resource integration and balanced allocation,and can rely on the in-terest connection of rural organizations to play a role in poverty alleviation governance.In practice,harnessing the driving force of patient capital for reg-ular and targeted assistance requires bidirectional optimization on both the supply and the operational fronts.On the one hand,expanding the scale and broadening the sources of patient capital under the joint influence of government guidance and market operations,enabling it to flow directly into the fields of agriculture,rural areas,and farmers to promote high-quality development.On the other hand,deepening patient capital's function of identif-ying and creating value based on local conditions during its operation,implementing a development-oriented assistance approach to mitigate risks and enhance resilience against poverty relapse.Regarding safeguard strategies,it is essential to refine the normative system for integrating patient capital in-to assistance institutions,rely on coordinated government guidance to improve supply quality,align long-term value-adding pursuits with the sustain-ability of assistance in poverty-stricken areas,and integrate patient capital governance with the self-development capacity of poverty-alleviation subjects,thereby fully unleashing its benefits for regular and targeted assistance.关键词
