Abstract
Current governance approaches for intelligent technologies predominantly focus on application-level improvements,failing to address the core issue of algorithms as autonomous technical actors that induce systemic alienation within social structures.Algorithms and intelligent technologies transcend passive tools;their inherent efficiency and traffic logic,driven by capital imperatives,tend to cause imbalances in power structures,erosion of social trust,and fragmentation of the public sphere.Governance frameworks based on anthropocentrism and technological instrumentalism prove inadequate in resolving this deep-seated dilemma.The theory of inter-object symbiosis offers a unique perspective to overcome this paradox.A viable pathway for Tech-for-Good lies in constructing a synergistic governance ecosystem where humans,technological artifacts,and institutional rules coexist.This system necessitates:(1)Technological adaptation to enhance explainability;(2)Institutional empowerment mandating the encoding of public values as core objectives;(3)Societal co-governance strengthening oversight capabilities and value internalization.Distinct from Western soft governance,institutional enablement employs regulatory coercive forces to compel platforms to embed public values into technical rules.This demonstrates the transformative significance of rule restructuring for Tech-for-Good governance.Only by subsuming technology within the framework of public good-oriented rules can we achieve symbiotic integration of instrumental efficiency and humanistic values.关键词
