Abstract
As a major driver of the global green transition,the EU has strengthened its clean energy cooperation with African countries in recent years.The EU's policy on clean energy cooperation with Africa is characterized by such three main aspects as increasing investment in Africa's clean energy sector with a focus on green hydrogen cooperation,promoting infrastructure development in Africa and enhancing cooperation on critical minerals,as well as advancing regulatory frameworks and standards to project the EU's"normative power."The EU's objectives in pursuing clean energy cooperation with African countries include safeguarding energy supply security and accelerating its own green transition,securing stable supplies of critical minerals and diversifying its supply chains,and responding to global clean energy competition to bolster its geopolitical influence.However,it also faces challenges such as insufficient implementation momentum,African countries'skepticism about the EU's cooperation objectives,and stiff competition from other international actors.The cooperation offers such policy insights for China-Africa energy partnership as cooperation should be grounded in Africa's development realities,not only emphasizing African countries'need for clean energy development but also understanding their goals for utilizing traditional energy sources to combat energy poverty and promote economic growth,it is crucial to carefully assess African countries'specific conditions and sovereign debt risks,so as to prevent discrepancies between expected outcomes and actual progress due to inadequate preliminary assessment,and both sides should strengthen coordination and collaboration on global energy governance issues to jointly safeguard the right of Global South countries to choose their own development paths independently.关键词
