Abstract
European natural gas balancing mechanisms have developed into a relatively mature and transparent institutional framework.The Belgian gas trading hub ZTP(Zeebrugge Trading Point)is a virtual trading point covering the Belgian gas transmission network.From an institutional design perspective,the ZTP balancing zone has established a balancing system centered on market mechanisms,whose operational foundations include a unified virtual trading point,a nomination system coordinating LNG terminals and the pipeline network,a market-price-based imbalance cash-out mechanism,and a neutrality mechanism for the Transmission System Operator(TSO).Compared with mature EU markets,China's gas market still has certain gaps in price signal transmission,balance responsibility allocation,and infrastructure coordination.It suggests that China learn from the ZTP model and gradually improve the pipeline balancing system by focusing on establishing a unified virtual trading point,introducing a market-based cash-out mechanism,strengthening coordination between LNG terminals and the pipeline network,and incorporating the neutrality principle.关键词
