Connotation Characteristics,Value Implications,and Practical Approaches of Institutional Opening
摘要
Abstract
The Fourth Plenum of the 20th Central Committee of the Communist Party of China pro-posed to steadily expand institutional opening,which is an important focus of high-level opening-up in the new era.Institutional opening has rich connotations,characterized by systematic policy coordination,market-oriented resource allocation,internationalized rule docking,and rule of law based institutional guarantees.Institutional opening has significant contemporary value,serving as an important driving force for promoting high-quality economic development,providing strong support for modernizing governance capabilities,and meeting the long-term needs of the people for a better life.Steadily expanding institutional opening requires taking the initiative to align with international high-standard economic and trade rules,systematically promot-ing measures to expand opening up independently,further promoting the reform of the global governance sys-tem,and comprehensively optimizing the opening and cooperation environment,so as to help improve the high-level opening-up system and mechanism and promote Chinese modernization.关键词
