Abstract
As one of the first national ecological civilization pilot zones,Guizhou Province is characterized by mountainous geographical features and multi-ethnic settlements.Under the background of vertical management reform, the standardized construction of county-level environmental monitoring stations was crucial to regional ecological security, while multiple challenges were also confronted.A systematic analysis of the practical dilemmas of county-level environmental monitoring stations in Guizhou Province in terms of technical capacity, institutional operation and stakeholder coordination was conducted, and solutions were explored from the triple perspectives of technology, institution and stakeholder participation. On this basis,a three-dimensional collaborative governance path of"technology-institution-culture"was proposed, with the core focuses on technical adaptation and optimization, hierarchical management of administrative authority, and cultivation of ethnic professional talents. This path was able to provide practical support for the modernization of environmental monitoring systems in underdeveloped western regions, and effective connection between governance capacity and ecological protection demands was realized.关键词
