嵌入性视角下黑龙江企业年金的发展困境与路径
The Development Dilemmas and Paths of Enterprise Annuity in Heilongjiang Province from the Perspective of Embeddedness

Abstract
As a typical old industrial base characterized by the coexistence of moderate population aging and population outflow,the development dilemmas of enterprise annuity in Heilongjiang province are deeply embedded in its specific socio-economic structure.By constructing a"macro-meso-micro"analytical framework rooted in the embeddedness theory and integrating findings from empirical research,this paper dissects the regional embeddedness features and dilemmas of the enterprise annuity development in Heilongjiang province.The study reveals that under the embedded influence of structural factors such as the dominance of the state-owned economy,low salary levels,and insufficient labor market mobility,the structural tension between the unified national annuity policy and local regional practices has rendered the implementation of annuities in Heilongjiang province confronted with multiple dilemmas,including ambiguous institutional cognition,constraints on organizational resources,and imbalances in governance rights and responsibilities.Accordingly,this paper puts forward countermeasures from four dimensions:precision policy making,cognitive empowerment,incentive alignment,and digital governance,aiming to advance the deep embedding of the enterprise annuity system into Heilongjiang's regional socio-economic structure,so as to facilitate the optimized construction of its multi-tiered old-age security system.关键词
