Skill Currency:A Study on Learning Outcomes in Vocational Education Based on Blockchain

Abstract
Addressing persistent challenges in China's credit bank and qualifications framework,particularly the difficulty of recognizing non-formal and informal learning outcomes and the high coordination costs of cross-system mutual recognition,this study proposes an innovative model that uses skill currency as the value carrier,national qualifications framework as the level standard,blockchain as the underlying infrastructure,and integrates multi-centered governance alliances.Firstly,a four-layer architecture system is constructed,including the rules and governance layer,the blockchain core lay-er,the data and interface layer,and the application and service layer,to explain the key operational mechanisms of skill currency authentication,issu-ance,and accumulation based on smart contracts.A case study in the domestic service sector demonstrates the model's potential to improve authentication efficiency and trust,while reducing collaboration costs.Accordingly,targeted policy recommendations are offered for policymakers,industry stakeholders,and educational institutions to advance the recognition of learning outcomes in vocational education.By introducing the concept of skill currency and its in-tegration with blockchain technology,this model provides an innovative approach to challenges in the recognition of learning outcomes in vocational educa-tion.关键词
