Policy tool spectrum model and optimization implications for Forest Grain Depot construction in Northeast China
摘要
Abstract
The construction of Forest Grain Depot is a matter of practicing Big Agriculture Concept and Big Food Concept.Enhancing the supply capacity of the Forest Grain Depot in Northeast China is an imperative choice for consolidating the ballast of national food security and the national ecological security barrier.Using the grounded theory methodology,this paper constructs a policy tool spectrum model for Forest Grain Depot construction in Northeast China to analyze the relationships among the core categories.The research reveals that the Forest Grain Depot construction policy in Northeast China follows a dual progressive logic system consisting of"policy tool selection"and"policy goal realization".It encompasses five policy tools including resource management,industry support,fiscal and financial support,scientific and technological support and supervision and assessment,and five policy goals including forest resource conservation,Forest Grain Depot industry development,livelihood security,food security and forest ecological value conversion.It is recommended to coordinate the proportion of policy tool use,refine the operational procedures of policy tools,and enhance the precision of content elements.关键词
