乡村"再空心化":产业兴旺后的乡村发展困境、机制与规划应对
Re-hollowing in Rural Areas:Post-prosperity Development Dilemmas,Mechanisms,and Planning Strategies:A Case Study based on E-commerce Villages in Daji Town,Cao County,Shandong Province

Abstract
Rural hollowing-out is a persistent and multifaceted challenge to China's urbanization.Its manifestations and mechanisms evolve across different developmental stages.The implementation of the rural revitalization strategy and the rise of the new Internet economy have fostered a wave of newly prosperous villages,including e-commerce and internet celebrity villages.The return of entrepreneurial migrants and the inflow of people initially reversed the hollowing-out trend.However,industrial prosperity is merely a prerequisite for rural revitalization rather than the culmination,and it can not guarantee a complete resolution of hollowing.Based on long-term tracking and a comprehensive door-to-door household survey of two prominent e-commerce villages,Sunjiazhuang and Dinglou in Daji Town,Cao County,Shandong Province,this research reveals a phenomenon of"re-hollowing"in post-prosperity rural areas.This term describes a new trend of out-migration of core industrial chain segments,the departure of newly affluent residents who buy houses in cities,and the second out-migration of villagers for work from villages after achieving a certain level of industrial development.Moreover,the mechanism underlying this"industrial prosperity-re-hollowing"paradox was elucidated systematically. The study finds that rural re-hollowing is primarily manifested through three key dimensions:industry,population,and space.From an industrial perspective,the rural e-commerce sector,which originated in courtyard economies,is constrained by narrow spaces and single functions in villages.With the expansion,extension,and upgrading of industrial chains,the leading merchants and core chain segments—including garment manufacturing,business operations,and express logistics—progressively relocate to areas along county and township roads,town areas,and county areas,leaving some warehouse and piecework processing functions in villages.From the population perspective,newly rich elite e-commerce households are major out-migrants.Their relocation is driven by both the pursuit of improvement in living conditions and the desire to secure high-quality education for their children in the counties.This has engendered a family division of labor characterized by"elderly caregivers accompanying grandchildren in town and a dual-town residency for the middle-aged generation".Meanwhile,a full-life-cycle family urbanization pattern that differs significantly from the intergenerational separation pattern of traditional hollowing-out was presented.Spatially,the construction of new houses along transit roads at the village periphery and the abandonment of old homes due to urban migration occur almost simultaneously,resulting in a complex time-space compression. The formation of re-hollowing results from the superposition of multiple mechanisms.First,the traditional old-village space is unable to meet the diverse demands of industrial upgrading:the family workshop cannot accommodate the spatial requirements for large-scale processing and warehousing,an extended industrial chain,or the agglomeration of producer services.Second,lagging improvements to the village's living environment and public service infrastructure—especially in education and healthcare—fail to satisfy the residents'post-prosperity pursuit of a high-quality life,creating a powerful push for urban migration.Further,intensified market competition and the evaporation of market dividends force some households to restructure their livelihoods.Less competitive operators return to out-migrant work or pivot to specific,non-cluster-dependent industrial chain segments,thus accelerating the dual outflow of population and industry. To overcome the rural"development trap"caused by population and industrial decline following a period of cross-industrial prosperity,three planning strategies were proposed.First,pay close attention to rural industrial space planning and give full consideration to the reasonable spatial demands of rural industrial development.It is recommended to implement unified planning and control of industrial spaces in villages to restore spatial construction order.Second,integrate rural and town planning to adapt to urbanization trends and equip public service facilities to enhance the capacity to supply rural life services.Third,promote comprehensive regional land consolidation to reorganize industrial and residential land,increase land-use efficiency,and provide residents who remain in the village with public services and modern living conditions essentially equivalent to those in cities,thereby enabling the elimination of the urban-rural gap.The research conclusions provide new theoretical cognition and planning intervention pathways for the sustainable development of industrially prosperous villages.关键词
