Luxembourg's Path to Artificial Intelligence Development and Policy Implications

Abstract
Competition in the field of artificial intelligence(AI)has always required the support of a nation's comprehensive national strength.Luxembourg,traditionally regarded as a"tiny country",has emerged as a distinctive powerhouse in AI.The development of AI in Luxembourg has progressed through three distinct phases:the digital transformation period under the"Digital Luxembourg Initiative",the strategic consolidation phase guided by the"National AI Development Strategy",and the sovereign acceleration phase aligned with the"EU's AI Continental Plan".Its development trajectory has followed three key paths:institutional framework building,integration with advantageous industries,and ecosystem development.Luxembourg's AI development practices offer China the following key policy insights:emphasizing policy leadership by formulating development strategies,accelerate industrial empowerment to drive scenario implementation,building AI ecosystems to refine the AI development framework,strengthening talent support by cultivating multidisciplinary professionals,accelerating openness to promote international collaboration.关键词
