Abstract
Hsinchu science park in Taiwan,China,known as the Silicon Valley of the East,serves as a global model for technological innovation and industrial cluster development.From the theoretical perspective of science and technology innovation management,this study systematically reviews the more than 40 years of development of Hsinchu science park,and dynamically applies the Micheal Porter Diamond Model to analyze the interactive relationships and evolutionary paths of its six core elements across different development stages.The research aims to reveal the core management mechanism behind its success.The analysis shows that the development of Hsinchu science park,can be generally divided into five stages.In the first three stages,industrial incubation policies implemented by the local government played a dominant role,laying a solid foundation for the park to seize opportunities in the integrated circuit industry.In the latter two stages,its governance model successfully shifted from direct intervention to enabling and catalyzing the innovation ecosystem.Managers appropriately played different roles at different stages.Finally,based on its experience and the current situation of the integrated circuit industry in Chinese mainland,this study puts forward several suggestions,providing insights for China to develop new quality productivity in accordance with local conditions and for relevant policy-making.关键词
