Abstract
In the latter half of the 19th century,the concept of territorial sea was introduced to China from the West,yet initially the Qing government failed to apply it effectively.In the late Qing Dynasty,foreign powers intensified their illegal fishing and plundering in Chinese waters,with Japan's seizure of fishing grounds in the Yellow Sea and the Bohai Sea being particularly rampant.Faced with this dilemma,Zhang Jian,Zhou Fu,and others compiled and drew Complete Chart of Fishery Sea,demarcated fishing boundaries to clarify maritime limits,purchased modern fishing ves-sels,and developed the fishery industry to consolidate maritime rights.In this process,based on China's historical heri-tage and realistic conditions of fishery,visionary scholars in the late Qing Dynasty reflected on the applicability of inter-national law.They advocated defining territorial seas in accordance with the traditional fishing areas of Chinese fisher-men,emphasizing the particularity of historical conventions and the natural geographical features of sea areas.This effort promoted the localized integration of territorial sea concept and the protection of fishing rights,laying a solid foundation for the construction of modern China's concept of territorial sea.关键词
