Duality of Indonesia's South China Sea Policy and Its Strategic Logic

Abstract
Indonesia is highly sensitive over the South China Sea disputes due to gaps in national strength and diver-gent perceptions.As the situation in the South China Sea grows increasingly complicated,Indonesia has kept adjusting its strategies,and its South China Sea policy presents four major characteristics:practicing flexible tactics under a neu-tral strategy,competing for rule dominance and independent narrative capabilities under the institutional framework,strengthening military presence and security layout in the Natuna Sea,and achieving geoeconomic transformation and cri-sis hedging through resource development.The logic behind Indonesia's South China Sea policy is multifaceted.It serves as a hedge against the international balance of power in the great power game,a regional consideration aimed at main-taining and expanding ASEAN's central position,a domestic balancing act responding to nationalism and interest de-mands,and the underlying logic for achieving its goal of becoming a maritime powerhouse.Indonesia's South China Sea policy,based on its maritime power strategy,has brought both cooperation opportunities and security and economic chal-lenges to China.It has also created narrative differences and trust dilemmas due to sensitivity and vulnerability,and great-power rivalry has further elevated risk levels.After President Prabowo took office,his maritime strategy and South China Sea policy had both unchanged factors that continued the strategic foundation,as well as variables brought about by leadership traits and policy preferences.In the future,shelving disputes and pursuing joint development will be the core channel for China and Indonesia to strengthen cooperation in maritime economy and security.关键词
