摘要

Abstract

The"zero-tariff"policy,as one of the core policies of the Hainan Free Trade Port,faces a significant challenge in implementation:its effectiveness is highly dependent on large-scale commodity flow and consumption capac-ity.However,the limited market scale and industrial foundation of Hainan act as a ceiling on the release of this policy dividend.This creates structural tension between"policy design and market capacity",which turns into a core bottle-neck restricting policy effectiveness.To address this,a solution framework featuring"internal-external linkage and dual-track expansion"must be established.The key lies in efficiently and legally connecting Hainan with the external large market through institutional innovation.Internally,it proposes deepening the utilization of processing and value-added policies to position Hainan as a regional value-enhancement hub connecting to the mainland's massive market.Exter-nally,it advocates actively exploring bilateral reciprocal agreement with trading partners to embed Hainan within global industrial chains and innovation networks.To achieve this strategic transformation,efforts must be made on the supply side,driving the industrial ecosystem to leap from a"corridor economy"to a"functional economy"supported by corre-sponding regulatory innovation and talent strategy.
