Research progress,realistic demands,and logical transformation in digital governance of national territory space

Abstract
The digital transformation of territorial spatial governance has become a pivotal symbol of modernizing national governance capacity.In the context of rapid technological advancement and evolving governance demands,China is moving beyond basic"digitalization"to a more intelligent and integrated model of"intelligent governance"driven by big data,AI,and systemic thinking.This paper aims to systematically examine the conceptual evolution,current challenges,and transformation logic of territorial spatial digital governance in China,with the goal of offering theoretical and practical guidance for enhancing spatial governance capacity in the digital era.First,the study traces the historical progression of spatial governance from early urban management practices to the contemporary emphasis on holistic territorial spatial governance.It clarifies the conceptual connotation of digital governance in this field,which involves not only the application of digital tools for land use monitoring and planning but also the restructuring of governance objectives,processes,and actor relationships.The paper defines digital territorial spatial governance as a governance model characterized by multi-dimensional coordination,real-time data interaction,and value-driven collaboration.Its key features include element-wide management,spatiotemporal integration,and functional coupling across diverse governance subjects.Utilizing Citespace for bibliometric visualization,the study analyzes 884 academic publications from 2010 to 2023,comprising 530 international(WOS)and 354 domestic(CNKI)research articles.The analysis reveals substantial differences in focus areas:international studies emphasize dynamic land use management,participatory digital platforms,and ecosystem-based governance,whereas domestic research tends to focus on technical infrastructure construction,administrative regulation,and integration with territorial spatial planning mechanisms.The comparison suggests a pressing need for China to shift from a tool-oriented to a systemic and cognitive transformation of digital governance.Building on the literature review,the paper identifies three major dimensions of current governance demands in China:cognitive,technical,and value-based.Cognitively,current practices still rely heavily on linear,top-down planning paradigms,underestimating the complexity and non-linearity of spatial systems.Technically,there exists a mismatch between the rapid evolution of digital technologies and their integration into governance workflows,often leading to fragmented systems and inconsistent data quality.In terms of values,the governance framework lacks a robust mechanism for mutual trust among government,market,and society,hindering cooperative action and inclusive decision-making.To address these challenges,the study proposes a threefold transformation pathway for digital territorial spatial governance in China:conceptual transformation from"hierarchical and linear"to"flat and non-standard".Traditional territorial spatial planning in China is often confined within the rigid"five-level and three-type"structure,where top-down directives dominate and spatial plans are standardized.The new approach advocates for a more adaptive,locally differentiated governance logic that accommodates non-standard spatial scenarios and emphasizes full-cycle integration from planning,implementation to supervision through digital platforms.Paradigm Shift From"spatiotemporal anchoring"to"fluid integration".Existing governance paradigms prioritize fixed timeframes and predefined spatial zoning,which fail to respond to the dynamic nature of socio-spatial change.A new paradigm leverages digital technologies to understand and respond to fluid interactions between physical space("form")and virtual flows("flow"),integrating macro-level spatial dynamics,meso-level human activity patterns,and micro-level design practices to support scenario-based,adaptive governance.Pathway Adjustment From"zero-sum competition"to"co-construction of rights and responsibilities".Previous governance efforts were often characterized by fragmented departmental interests and jurisdictional conflicts.This paper suggests building a collaborative governance ecosystem where digital platforms enable cross-boundary coordination,data sharing,and policy synergy.It also emphasizes reforming the spatial use control system,balancing development and protection through flexible compensation mechanisms,value redistribution,and shared accountability among governance actors.关键词
