Abstract
The strategy of building a leading country in education places higher demands on achieving quality and balanced development in compulsory education. However, the current supervision and evaluation system remains constrained by path dependencies from the phases of universalizing basic education and eradicating illiteracy as well as basic equity, manifesting issues such as a bias toward physical infrastructure, static notions of equity, and external dominance. From the perspective of governance efficacy, based on the paradigm evolution of China's compulsory education supervision and evaluation, the study proposes a transformation framework encompassing"principles-indicators-methods".In terms of concept,we should establish the guiding principle of"evaluation for construction and governance".In terms of indicators,we should establish a three-dimensional indicator system comprising"foundational support, quality connotation, and developmental characteristic",integrating differentiated and value-added evaluation. In terms of methodology,we should build a collaborative evaluation community involving government, schools, professional institutions, and society, operating through a closed-loop cycle of"monitoring-diagnosis-improvement-follow-up".关键词
