Competitive Allocation Mechanism for Pumped-storage Power Station Development Rights
摘要
Abstract
The development right represents the core equity interest in pumped-storage power station investments.This paper summarizes and reviews the evolution of the development right determination for pumped-storage power stations,with a focus on current status following the issuance of the Interim Measures for the Development and Construction Management of Pumped Storage Power Stations.Based on bureaucratic management theory,a hierarchical management model for pumped storage development rights is established.By incorporating actual market demand,the study analyzes and forecasts future trends in the determination of these rights.The findings indicate that:(a)the mechanism for determining pumped storage development rights has undergone a continuous evolution from national to local oversight,gradually becoming more standardized;(b)the established hierarchical management model can clearly illustrate the roles of various administrative levels in the separation of ownership and usufructuary rights;(c)it is recommended that the market demand should be served as the foundation for optimizing and efficiently allocating pumped storage resources,and when the investment enthusiasm among power generation enterprises is insufficient,the administrative measures should be appropriately relaxed to incentivize and boost corporate investment confidence.关键词
