Abstract
This paper systematically reviews and analyzes the policy mechanisms related to China's Green Electricity Certificate(GEC).It examines the development of China's GEC policy framework from the perspectives of the legal status of GECs,top-level policies for green and low-carbon transition,the GEC institutional system,and GEC standards.Furthermore,it analyzes the integration of GEC with other systems in China,including the renewable energy consumption guarantee mechanism,the dual control system for energy consumption,the carbon market,carbon emission accounting,and product carbon footprint.The paper also investigates the alignment with international green and low-carbon rules,covering RE100 green electricity consumption,international carbon emission accounting systems,and international green certificates.The study aims to provide an effective reference for the general public and market participants to better understand the GEC policy mechanisms,grasp application scenarios,and engage in market transactions,thereby facilitating the better release of green electricity consumption demand and the high-quality development of the GEC market.关键词
