Spatiotemporal Evolution of New Quality Productive Forces in Shandong Province and Enhancement Strategies for the 15th Five-Year Plan

Abstract
The 15th Five-Year Plan period represents a critical phase for consolidating the foundation of Chinese modernization,making the scientific measurement of new-quality productive forces essential for high-quality regional development.Based on the theoretical framework of"new-quality labor,new-quality objects of labor,and new-quality means of labor",this study constructs an evaluation in-dex system.It utilizes the entropy weight method to measure the development level of new-quality productive forces in Shandong Prov-ince from 2013 to 2022.Furthermore,it combines the Dagum Gini coefficient,Kernel density estimation,and the obstacle degree mod-el to analyze its spatiotemporal evolution,spatial differentiation,and constraining factors.The results indicate that during the study pe-riod,the level of new-quality productive forces in Shandong Province showed a steady overall improvement.However,significant re-gional disparities persist,forming a gradient spatial pattern driven by the"dual cores"of Qingdao and Jinan.The overall regional differences exhibit a fluctuating convergence trend,with inter-regional differences being the primary source of the overall inequality.The obstacle diagnosis reveals that the new-quality means of labor is the core restrictive dimension across the province,and the impeded marketization of data elements is a common bottleneck for the entire region.Moreover,the constraining factors demonstrate significant regional gradient heterogeneity.Looking ahead to the 15th Five-Year Plan period,the"integration of the four chains"should be adopt-ed as the core logic to explore differentiated enhancement paths that align with regional gradient characteristics,thereby promoting the cultivation of new quality productive forces tailored to local conditions across different regions.关键词
