Abstract
Remarkable achievements have been made in the resource utilization of livestock and poultry manure in China.Under the high attention of the Party and the county,coordinated promotion between central and local governments was carried out.Through models such as the combination of planting and breeding and county－wide promotion,and after decades of practical exploration and theoretical accumulation had been conducted,four categories of policy documents(covering laws and regulations,planning support,norms and standardization,and supervision and evaluation)were issued.As a result,the utilization level was steadily improved.The development process was divided into three stages:initial exploration,rapid development,and steady improvement.Currently,four major trends are presented in the governance work:the continuous deepening of the combination of planting and breeding,the increas-ing enhancement of intelligent support,the increasingly obvious market－oriented characteristics of county－wide promotion,and the gradual improvement of the standard system.Looking to the future,departmental coordination should be further strengthened,policy precision should be improved,market－oriented operation should be promoted,technology applicability should be enhanced,and whole－process supervision should be reinforced,so as to continuously promote the green,low－carbon,and high－quality development of the livestock industry.关键词
