Measurement of High-quality Development Level of China's Intelligent Economy and Identification of Obstacle Factors

Abstract
Measuring the high-quality development level of the intelligent economy and identifying its obstacle factors are of great significance for promoting the development of the intelligent economy.This paper is based on the panel data of 30 provinces in China from 2015 to 2024 to construct an evaluation index system from the five dimensions of innovation,coordination,green,openness and sharing,then uses the CRITIC-TOPSIS method to measure the high-quality development level of the intelligent economy,and also uses the Dagum Gini coefficient and obstacle degree model to analyze its regional differences and obstacle fac-tors.The results show that the high-quality development level of China's intelligent economy has steadily improved,exhibiting a pattern in which the eastern region leads,the central region is second,and the western region and northeast region are lagging be-hind relatively,and that the main source of regional differences is interregional differences.The obstacle degree analysis results show that,at the end of the study period,the obstacle degrees of each subsystem to the high-quality development level of the intel-ligent economy are,from largest to smallest,are green,openness,innovation,coordination and sharing,and that the major obstacle factors affecting the high-quality development of the intelligent economy are as follows:the number of citations of artificial intelli-gence patents,the transaction value of artificial intelligence technology contracts,the total electricity consumption of data centers,the power usage effectiveness of data centers,the proportion of green electricity used in data centers,the import value of chips and the total export value of the artificial intelligence industry.关键词
